Korea Boosts EV Subsidies to 430,000 Cars in 2027 Budget

What happened
South Korea's cabinet approved its 2027 budget proposal on September 1, and one line item stands out for the auto industry: the number of electric vehicles eligible for purchase subsidies rises from 300,000 this year to 430,000 next year — a jump of more than 40% and the largest allocation to date.
The money follows. The EV deployment program is budgeted at 2.14 trillion won (roughly $1.5 billion), up 32.8% year over year. It sits inside the Ministry of Climate, Energy and Environment's total budget of 25.73 trillion won, itself up 18.3%.
Crucially, the per-vehicle amounts are not being cut. Central-government support averages 3 million won for a passenger EV and up to 70 million won for an electric bus or van — the same as this year. In short: flat per-car support, sharply more cars covered.
Why this is a reversal
Korea's EV subsidy has been on a shrinking path for years. That is the standard policy arc — cash incentives seed an early market, then taper as adoption scales. Passenger-car support has been trimmed repeatedly over multiple budget cycles.
This budget pauses that taper. Holding the unit amount steady while expanding volume signals that the government has moved adoption pace back to the top of its priority list, and the official framing — a push toward an era where EVs become mainstream — matches that.
The context is a domestic market that stalled. EV sales growth slowed noticeably through 2023–2024, and consumer sentiment took a hit after high-profile battery fire incidents. Cutting subsidies further into that softness risked prolonging the slump.
What changes for buyers
The most tangible improvement is less risk of the subsidy running out. In Korea, subsidies are allocated by local government quota, and in tight years those quotas are exhausted mid-year, leaving buyers who have already signed contracts waiting until the following January. A national pool of 430,000 units should ease that bottleneck considerably.
One caveat matters. The 3 million won figure is a central-government average, not a guaranteed amount. What an individual buyer receives depends on the model's efficiency and performance coefficients, plus a separate local-government top-up that varies widely by city and province. Final per-model figures only become clear when the annual subsidy guidelines are published early in the year.
The industry read: more quota isn't more sales
For automakers, the main benefit is predictability. Stable subsidy levels mean less need to rework pricing at the start of the year, and a generous quota makes it easier to plan first-half and second-half volumes. In years when subsidies ran dry early, second-half demand fell off a cliff.
But a 430,000-unit budget is a ceiling, not a forecast. Actual disbursement depends on real demand, and purchase-stage cash has limits while consumers still worry about charging access and resale value. Notably, the same budget includes a 500 billion won capital injection into KEPCO, the state power utility — a reminder that EV expansion is inseparable from grid and charging buildout.
Not final yet
This is a cabinet-approved proposal, not law. The National Assembly still has to review and pass it, and both the total figure and the vehicle count can be adjusted in that process. Anyone weighing whether to postpone an EV purchase to next year should wait for the post-passage subsidy guidelines before committing.
